SHORT SYNOPSIS:

A ruinous Soviet irrigation experiment in Southwestern Ukraine, created a slow eco disaster which continues today.  The Sasyk Estuary "Liman", by the Black Sea, is ground zero for the battle - stasis and corruption vs. environmental reform and progress.
